Turkey affirms that it puts forward preconditions for ratification of Armenian-Turkish Protocols

YEREVAN, DECEMBER 20, ARMENPRESS. Turkish foreign minister Mevlut Cavusoglu announced in Baku that the Armenian-Turkish Protocols will not be ratified as long as the preconditions put forward by Turkey are not fulfilled. This stance once again confirmed the truthfulness of the December 16 statement of the Armenian foreign ministry which said: “It is well known that right after the signing of the Protocols Ankara backtracked from the agreements. Turkey not only has rejected to ratify those Protocols, but has returned to the same language of preconditions that it had used before the launch of the process. Ankara doesn’t shy away to voice once again its preconditions, linking the Armenian-Turkish relations to the the Nagorno Karabakh conflict settlement in favor of Azerbaijan, at the same time making redundant reference to the UN Security Council resolutions, which have nothing to do with the negotiation process of the NagornoKarabakh conflict resolution. It is well known, that there is no single word on the Nagorno Karabakh conflict or any precondition in the Protocols. By returning once again to the language of preconditions following the signing of Protocols, Turkey has opposed to the international community, which has always supported the normalization of the Armenian Turkish relations without preconditions and continues to do so now”.

On December 20 Turkey again put forward preconditions in regard to the ratification of the Armenian-Turkish Protocols.

According to the Azerbaijani APA news agency, Turkish foreign minister Mevlut Cavusoglu said during the joint press conference with the Iranian and Azerbaijani counterparts that from the very start the Turkish side signed the Protocols with certain preconditions. The Turkish FM said as long as their preconditions are not fulfilled, the implementation of these agreements is impossible.

Official Ankara, which recently was trying to accuse the Armenian side on the failure of the Armenian-Turkish Protocols, has begun to openly speak in the language of preconditions.

Speaking about the Armenian-Turkish relations in the Greek foreign ministry, Armenian FM Nalbandian reminded that it was the initiative of the President of Armenia to start the normalization process with Turkey that resulted in the conclusion of the Zürich Protocols in October 2009. However, the minister said up to now, those documents have not been ratified, since Turkey came up with groundless preconditions that run counter to the letter and spirit of the Protocols. “These documents cannot be held hostage forever and that is why the President of Armenia declared in September from the rostrum of the UN General Assembly that Armenia will declare the Protocols null and void since they continuously lacked any positive progress towards their implementation and we will enter the spring of 2018 without those Protocols”, Nalbandian said.

The Turkish foreign ministry commented on Nalbandian’s statement, accusing the Armenian side of not ratifying the Protocols.

“Despite Armenia’s negative stance Turkey is committed to the main provisions of the protocols. The protocols remain in the agenda of the foreign affairs committee of the Turkish parliament, the existence of favorable political environment and peace in South Caucasus are important for ratifying them”, the Turkish foreign ministry said, once again groundlessly linking the normalization of the Armenian-Turkish relations with the settlement of the Nagorno Karabakh conflict.
