YEREVAN. –  The changes in parliament’s rules of procedure are about strengthening the Constitution..  If the demand of not preventing an MP is viewed as counter-revolution then I am an counter-revolutionist, the head of ARP fraction Armen Rustamyan told reporters addressing PM’s announcement that those voting for the draft are counter-revolutionists.

Armen Rustamyan noted that parliament should be dissolved by virtue of law and not by the right of force.

MPs Arpine Hovhannisyan from Republican Party of Armenia and Gevorg Petrosyan from “Tsarukyan” fraction have proposed amendments to the rule of procedure, which, according to MPs from “Yelk”/”The way out” alliance will allow thwart extraordinary elections after the resignation of PM. It refers to people’s right to assemble near parliament after PM’s resignation to prevent holding a meeting and electing a new PM in order for parliament to be dissolved. Whereas this draft suggests that in such cases the parliament meeting be considered “interrupted” and NA - not dissolved.

To the question why they decided to propose such a draft right now, Rustamyan answered: “Only now it came clear that they want to dissolve the parliament by the right of force. It always happens that whenever they want to use coercive force the situation intensifies but I want to remind you of Tumanyan’s words: there is always someone stronger”.

MP noted that tomorrow the situation can change and the same support might not be there.

Rustamyan said now like in the case of Yerevan municipal elections there is a division into the blacks and whites and turns out everyone against the announcement of PM is black.
