"The cabinet is considered as working and effective when citizens do not learn much about its work," Armenia's ex-president, the leader of 'Armenia' pre-election bloc Robert Kocharyan stated on Monday during the meeting with residents of Echmiadzin town. Kocharyan added that a citizen would hardly know the place of the government if they faced no irrigation or other problems.
In the words of the ex-president, when people speak of their government every day, it means the latter does not perform well, and the problems are there.
"The state system working like clockwork should be unnoticed, yet the work done by them should be visible in the lives of the citizens every day," said Kocharyan, noting with regret that the incapability and incompetency of the current cabinet have resulted in a major tragedy, losses and a war.
